At the Fuel Fund of Maryland, our role in the utility assistance process is to determine the potential financial grant for which an applicant may be eligible. We do not determine BGE balances, OHEP eligibility, or OHEP financial assistance. Applicants who receive a financial grant from the Fuel Fund will be asked to pay a portion of their outstanding utility balance, as they are the “owner” of their utility bill.

The Fuel Fund of Maryland is an independent, 501(c)(3) non-profit organization and is not part of any utility company. BGE provides non-cash bill credits to the Fuel Fund of Maryland. Any financial assistance distributed to a qualifying applicant is made possible through the generosity of our donors, foundations, and community partners.

When the Fuel Fund resets a household’s BGE balance to $0, we use the following formula:

$1/3 applicant + $1/3 Fuel Fund grant + $1/3 BGE credits = $0 balance

As a small non-profit organization with four full-time employees, and with the need for utility assistance being greater than ever, it may take the Fuel Fund up to 10 business days to review an application. Once reviewed, we will contact the applicant via email and explain the process in a transparent manner. All applicants are treated with dignity and respect, even as we manage the highest volumes on record.

  • Step-by-Step Instructions: We provide detailed instructions and use simple language to make the process easy to understand.
  • Personalized Support: Dedicated staff members offer personalized support through emails or phone calls.
  • Clear Communication: We clearly communicate timelines, expectations, and any required documentation.
  • Confirmation Emails: Applicants receive confirmation emails when their application is received, reviewed, and approved.
